The purpose of this paper is to present the reasons, outcomes and effects of Health Transformation Programme since 2003 by Ministry of Health from health manager’s point of view. The conceptual framework is composed of a literature review and in emprical study, using the questionaire given to health managers in 498 hospitals in 81 cities. In conclusion, the study reveals that sectoral need of change occured in forms and operation processes. Increasing patient numbers, policlinics, and costs, productivity, patient satisfaction, importance of patient rights, medical knowledge and skills, needs for innovation in particular workload, occupational knowledge and skills.
