individuals including “the enjoyment of the highest attainable standard of health without discrimination on the basis of disability.” Its guiding principles include the right to individual autonomy, freedom to make given choices and independence of persons, as well as the right of children with disabilities to preserve their identities and have access to free and compulsory primary and secondary education. As of July 2021, the text contains 50 Articles and has 163 signatories and 181 parties. The United States is one of the few countries to have signed but not ratified the treaty. Instrumental in its development, Mexico proposed the establishment of an ad hoc committee in 2001 which led to its ratification (United Nations, 2007).
