Child labor in the Third World has not been systematically analyzed despite the fact that" Asia and Africa alone account for well over 90 per cent of the total child labour population in the world"(Bequele 1991: 8). The highest rate of child labor is found in Africa, where about one in three children works (Schaffer 1995). 1 The International Labor Office (ILO 1993) is particularly concerned about the rising level of child labor in Africa, because child workers are especially numerous in small enterprises in the unregulated informal sector economy. Children are therefore entering a labor market where their safety and rights are not protected.
