The identification of dynamic sectors has been a preoccupation of regional economists and policy analysts for almost 30 years. Since Perroux (1955) articulated a theory of growth poles, regional economists and planners have been intrigued with sectoral strategies to generate self-sustaining economic growth in area economies (Rees and Stafford, 1983; Hall, 1981). A recent entrant to the group of countries experimenting with the notion of a dynamic industry development policy is Japan. Although by no means Japan's first attempt at sector/spatial planning, the Japanese Technopolis programme is the most sophisticated attempt yet by advanced industrial countries to apply a model of propulsive'industries to high technology industry development.?
