Nothing is more important in the life of a democratic nation than its elections, and no issue is more controversial in American elections than the role of money. This book is about individuals who give significant contributions to congressional candidates. Although they provide a substantial portion of the money these candidates raise and spend, significant donors have up until this point been the subject of little scholarly investigation. The genesis of this book dates back to the musings of three friends over a few beers just a few blocks from the US Capitol. Shortly after the 1990 elections, Bob Biersack, Paul Herrnson, and Clyde Wilcox were discussing the likely impact of redistricting on the flow of money in congressional campaigns.
