A superconducting magnet spectrometer designed to be flown from high altitude balloons is described. This instrument has unique capabilities for measurement of proton, helium, electron and antiproton cosmic ray fluxes. These capabilities result from the use of very high resolution multiwire proportional counters, electronically digitized, for position measurement coupled with a gas Cherenkov detector and lead and scintillator shower counter to measure particle velocity and cascade energy resolution respectively. The instrument has been flown three times from Palestine, Texas, without significant equipment failure.
