In an era of mistrust and highly publicized conflicts between law enforcement and local communities, body-worn police cameras (BWC) have emerged as a means to counter these issues and promote accountability, transparency, and legitimacy. This new technology records video from an officer’s camera, tracking and verifying the details of interactions with the public. However, its emergence has been fraught with policy implementation challenges, which include rules regarding privacy, usage, camera malfunction, and long-term storage. As a result, many local governments and several states adopted policies to clarify when and how cameras should be used. Why any given local government opts to pass a BWC policy remains ambiguous.
