Master planning involves making good decisions for the future, so the idea that good master planning could ignore sustainability is something of an oxymoron. Good master planning has to be sustainable and so we could drop the sustainable word from the title of this paper.

The SPeAR assessment tool was developed to help balance the many factors that affect a sustainable project, be it a large scale planning effort of the development of a new product. It is, however, just a tool and not a solution. Achieving success still relies on the determination of all stakeholders in a project to provide a benefit for current and future generations.
