Man is a complex being whose disposition to situations is characterised by his state of mind, his emotions. This state of mind determines his judgement and decisions on situations and issues. His actions and reactions on available information to solving problems are offshoots of his affectivity domain. A library manager faced with a challenge of identifying, acquiring, maintaining and disseminating valuable information to potential library users. This review has been able to determine that emotions; whether positive or negative influences humans’ cognitive information processing and decision-making outcomes and a basic aspect of creative problem solving is seen to involve gathering information to better understand the problem space, manipulating and sharing that information so that it invokes creatively combining already-learned solutions and strategies for action.
