1. Background

An economy that is took place in each region run continuously and its always trying to develop the region. The effort is closely related to the authority granted by the central government to local governments since the decentralization policy (Act No. 32 and 33 in 2004) by the government to develop the region. Based on the authorization, the area is expected to continue to have optimum effort and the ability to do economic development in their respective regions.

One important indicator to analyze the economic development that taking place in the region is economic growth. Although this indicator measures the output growth rate in an economy, the indicators are in fact also gives an indication of the extent to which the economic activity that occurs in a given period generate additional revenue for the community. Those Indications are implicit in output growth rate because essentially an economic activity is the process of using production factors to produce goods and services (output). In turn, the process would also generate a stream of remuneration or income owned by the public. Thus, economic growth is expected to increase the income of the community as owners of production factors.
