As noted in the fourth report of the Low Pay Commission, there is evidence of very low pay
for some 16 and 17 year olds and therefore a case, at least in principle, for introducing a
minimum wage for this age group. However, a minimum wage may have adverse effects on
their participation in further education and training and, therefore, may potentially conflict
with other current policy objectives.
