Issue framing, agenda setting, and environmental discourse

This article reviews key scholarship in the field of environmental policy. It does so by
connecting two broad interdisciplinary threads. First, it addresses the subject of issue
framing, which focuses on the formation of public attitudes and the way in which issues are
packaged and presented for mass consumption. Second, it considers agenda setting, which
centers on political elites and the decisions that are made—or deferred—within the policy-
making process. Finally, it draws on both to suggest productive avenues for future research.
Abstract
