The COVID-19 pandemic has had serious impacts on higher education in Turkey, like it has had on higher education in other countries. Facing such a global health crisis, which was unexpected, the Council of Higher Education, which is responsible for the nation-wide governance of higher education in Turkey, took a prompt decision to ensure the health and well-being of university staff and students, while at the same time, enhancing universities’ capability to continue teaching remotely during the pandemic. It is against this background that this chapter explores how the centralised governance of higher education in Turkey became even more centralised, considering that quality and digital inequality were top priorities on the governance agenda, with international student mobility being harder to regulate.
