This report arose from a desire on the part of several Information for Development Program (InfoDev) donors for a comprehensive overview of the current state of, and need for, capacity-building programs for information and communication technologies (ICT) policy and regulation in Africa, the Caribbean and the Pacific. Many bilateral and international institutions have active programs of support for policy and regulatory capacity building in these regions; yet there is a growing sense that these efforts are not well coordinated and that not enough is known about their impact on policy and regulation, and their sustainability. This study was designed, therefore, to provide, for each region: i) a systematic survey of the current supply of ICT policy and regulatory capacity building efforts (Phase I); ii) an assessment, based on extensive consultation with a range of stakeholders, of the most pressing needs for ICT policy and regulatory capacity building,(Phase II); and iii) an analysis of, and recommendations for filling, the gaps between existing efforts and the needs of each region (Phase III). This report discusses only Phase I and offers a comprehensive inventory of existing ICT policy and regulatory capacity building initiatives and institutions.
