Recent spurt in the number of extreme weather events, specially in the north western part of Himalaya, has drawn flak to the country’s National Disaster Management Authority. Scientists have attributed the recent cloudburst in the Ladakh region to prolonged winters and extreme summer heat, which may be due to climate change. The cold desert regions of Ladakh and Lahaul-Spiti typically has average weather conditions characterized by extreme seasonal temperatures ranging from+ 40 to-40 degree Celsius, meager annual rainfall (10-100mm) during summer season, high wind speed movement, heavy influx of ultraviolet and infrared radiations and low atmospheric pressure. Heavy rainfall is common elsewhere in the Himalayas, but not in Ladakh. The region lies in the rain shadow of the high mountains, making it a cold, high-altitude desert. This season it is estimated that cloudburst yielded 250mm rainfall within an hour. An air force observatory near Leh, some distance away from the cloudburst zone, only recorded 12.8 mm which, is not cloudburst-level rainfall. But between 1.30 and 2 am on 6 August, a cloudburst hit Leh and adjoining region, which led to flash floods and mudslides, washing away houses that weren't built to withstand such forces. This paper reports infrastructure damages noted during a survey tour by end of August 2010.
