In this paper, we propose the enhanced GPS and novel RSS prediction approaches, which can assist in the prediction of accurate target BS. Then the multi criteria with two thresholds are proposed to select the most appropriate technology that satisfies the user preference in target BS (horizontal and vertical handovers). The proposed algorithm in the overall scenario compared with other exiting RSS and modified multi criteria handover decision. The results showed 100% of horizontal and vertical handovers accuracy. The signal strength is kept at the level higher than the threshold level during the simulation period. Lower cost and handover delay is kept at acceptance range during the simulation period.
