The article focuses on the development of Churchill Park garden suburbs in Saint John, Newfoundland. The park was intended to promote the clearing of the downtown slums, to advance the cause of social welfare and justice, to introduce modernity to the Avalon peninsula, to provide housing for returning veterans, to facilitate the orderly future expansion of the city and to restore the battered self-confidence of the people of the city. Several critical factors for the development of the park were explained. The design of Churchill Park differed from local tradition. It did received some critical acclaim despite the cost of the houses.
